Why information has become the founder's first obstacle
Since 1 January 2023 every formality of creation, modification and cessation goes through the single electronic window operated by the INPI, the business formality centres having been abolished. The rule has been simplified; access to it remains a profession — and it keeps changing.

A founder looks for information where it is most visible, rarely where it is accurate: forums, copied blog posts, undated articles. A support network does know the rule — but spends a considerable share of its time re-explaining it once per founder, chasing a missing document and catching up on a deadline already gone. And the law moves: ACRE, granted automatically until 31 December 2025, has since 1 January 2026 required an application to Urssaf within 60 days of the start of activity. A rule learned last year is a trap this year.

Élan Entreprendre supports 640 founders a year with nine advisers, and additionally serves two partners under their own brands. Advisers spend a large share of their meetings re-explaining rules that are identical from one file to the next, while files go backwards for a missing document. The agent is connected to the founder-tracking tool, to the template library and to the official sources; it prepares, it dates and it sources. No document reaches a founder without an adviser's approval, and their name is on it.
This company, its figures and the exchanges that follow were invented for the demonstration. They illustrate a common situation; they describe no real client.
What I counted:
· 128 files out of 640 came back at least once for a missing document — the most frequent being the certificate of filiation, 61 times.
· 41 founders let the ACRE application window lapse. Since 1 January 2026 that application is no longer automatic: it is filed with Urssaf within 60 days of the declared start-of-activity date.
· Average time from first meeting to registration: 11 weeks. Among the 128 files with a missing document: 16 weeks.
The gap that explains the 34: the founder leaves the second meeting, declares the activity three weeks later on the single window, and the third meeting falls beyond the 60th day. Nobody forgot anything: the clock started outside your calendar.
My proposal: that the scoping questionnaire record the intended start-of-activity date at the first meeting, that I calculate the 60-day cut-off and raise it to the adviser at D−45, D−15 and D−5. How it works: 38 questions in the catalogue, never 38 asked. The path branches on three forks — nature of the activity, whether employees are envisaged, and the founder's employment situation. A founder of a service activity with no employees sees 19; someone taking over a going concern sees 31.
What it records and your meetings were letting through:
· the intended start-of-activity date — the one that starts the 60-day clock;
· the founder's employment situation, which appears among the situations listed on the official ACRE page — I hand it back to you with the page and its date; it is you who establishes whether it opens the entitlement;
· the documents the formality will require, requested at the first meeting rather than at filing.
What the adviser receives: a one-page write-up, the answers ordered as in their own template, and the list of what is still missing.
What I measured by replaying it over your 640 files: the certificate of filiation would have been requested at the first meeting in 61 files out of 61, and the ACRE cut-off would have been calculated in 612 files out of 640. What comes from her, as she said it: 4 opening days a week, a capacity of 12 repairs a day stated from her experience as an employee, a share of refurbished-bicycle sales estimated at a third of the activity, and premises she has found and whose rent she knows.
What comes from your own files: the ramp-up period. Across your 37 specialist retail files supported over three years, the activity reaches its cruising level in the 9th month in median, not the 3rd. I have therefore written 9 months, flagged as an assumption drawn from your cohort and not from her project.
What comes from an official source: the rates and thresholds of the regime under consideration, with the address of the page and its update date.
What I have not filled in: two boxes stay empty — the pay she wishes to draw and the capital she is prepared to put in. Those are decisions, not data; they are taken in front of you.
And one qualification point to look into: certain repair activities require a professional qualification. First comparison — your own cohort. Across your 37 specialist retail files, the first year reaches 62 % of the cruising level in median. Léa Marchand's assumption aims at 81 % — 19 points above your median, and above 31 of your 37 files.
Second comparison — her own project, reduced to volume. Her break-even, as her costs give it, falls at 41 repairs a week. Her assumption plans 34 in the third month and 48 in the sixth. In other words: she spends about four months below break-even, and her cash-flow plan does not write that down.
Where the gap comes from, precisely: not from her repair volume, which is consistent with her stated capacity of 12 a day over 4 days. It comes from the ramp-up period: she wrote it over 3 months, your cohort gives 9.
The test I propose putting to her: rebuild the same forecast with your cohort's ramp-up, and see whether the four months below break-even become seven. Two versions side by side is a conversation; a single table is a verdict.
And the line I do not cross: concluding that the project holds up, or that it does not, is your judgement and your signature. What the single window expects for this formality: since 1 January 2023, the formalities of creation, modification and cessation of activity must be carried out online on the single electronic window operated by the INPI, whatever the legal form or the activity; the business formality centres have been abolished. Until every required document is supplied, the declaration cannot be filed — hence the interest in gathering them beforehand, not during.
State of play, document by document:

· sworn declaration of non-conviction — received, dated and signed;
· certificate of filiation — missing, chaser sent on the 18th;
· proof of right to occupy the premises — received;
· the four documents specific to the activity and the legal form chosen — received.
What I checked, and it is not a reading of file names: the expiry date on the identity document, the presence of a handwritten signature on the sworn declaration, and that the name matches across the four documents. What changed: until 31 December 2025 no formality was needed and the aid was granted automatically. Since 1 January 2026 the application must be filed with Urssaf.
The window: 60 days from the start-of-activity date. Léa Marchand is aiming at 1 October: the cut-off therefore falls on 30 November, and I will raise it at D−45, D−15 and D−5.
What Urssaf's silence produces: no answer within one month means the aid is deemed granted. That is worth telling the founder, who would otherwise chase into the void.
How long the relief lasts: 12 months of partial relief on personal social contributions in the general case. For a micro-entrepreneur the logic differs: the contribution rate is reduced until the end of the 3rd calendar quarter following the declared start-of-activity date. Léa Marchand's regime is not settled yet: I give you both, and you will keep only one.
The situations that open the entitlement are listed exhaustively on the official page — jobseeker with or without benefit subject to duration conditions, recipient of income support or of the specific solidarity allowance, person under 26, creation in certain neighbourhoods or zones, among others. How the checklist is built: every line carries the official address it is drawn from, the update date of that page, the conditions to check and what is left for you to establish. No line says « you are entitled to this ».
Where I look: the pages of service-public.fr and entreprendre.service-public.fr for national schemes, urssaf.fr for anything touching contributions, the France Num aid search engine and aides-territoires.beta.gouv.fr for regional and local schemes, which change most often.
What I revisit and what I flag: I reread those pages every week and raise the ones whose update date has moved since you last handed a list to a founder. This month: 3 pages moved out of the 34 I follow, one of them affecting 12 of your live files — you have the list of the 12.
And what it is worth under white label: your two partners receive the same checklist, in their own colours, with the same dates. When a page changes, it changes for all three the same day.
What it is worth the day a founder disputes something: you pull out the exact version handed over on 14 March, with the dates of the official pages as of that day, and the name of the adviser who approved it. The figures I always report together:
· Files sent back for a missing document: 3 out of 112, against 20 % last year.
· Time from first meeting to registration: 11 weeks → 7 weeks.
· ACRE windows lapsed: 0 out of 41 affected files, with 41 cut-offs calculated and 123 reminders raised.
· Meetings spent on the business model rather than on procedure: 1.1 per founder → 2.3. That is the figure that describes your profession; the others describe the machinery.
And the figure that does not flatter me: of 96 forecasts built, 22 had at least one assumption corrected by an adviser — 22 %.
What I looked at to understand: 19 of the 22 corrections concern the same assumption — the ramp-up period. I was taking it from the mean of the cohort; yet on cohorts of 20 to 40 files, two very fast successes pull the mean up and describe the median file badly. Your advisers were correcting downwards, and they were right.
What I propose: switch to the median on every activity family with fewer than 50 files, and measure again next month. Target written in advance: below 12 % corrections. Partitioning, concretely: each organisation has its own space, its templates, its vocabulary and its approval rules. A search launched from a partner returns no file belonging to another organisation — not as a result, not as a suggestion, not as an example. What is common is what is public: the official pages, their dates, the aid checklist.
What you can check: the access log is per organisation and readable by its manager. Over the two months: 0 cross-organisation accesses, which is read in the log and not only in a contract.
What is automatic, and undoes itself: three actions only — chasing a missing document on the calendar you set, recalculating a cut-off date when a founder changes their start-of-activity date, and flagging an official page whose update date has moved. Each is logged, each stops with a word.
What is never automatic: handing a document to a founder, writing « eligible », recommending a legal form or a tax regime, concluding on whether a project stands up. Every document handed over carries the name of the adviser who approved it and the date of that approval — that is what protects you the day the support record is questioned, and it is also what your funders ask for.
